Company Staff - COS Issues

There is no clinic access by COS even though they are a HYBRID COS in every Region. If the user is a Hybrid User or NOT a Hybrid User they should have access to Dental Practices and be able to Toggle Between Dental Practices.

Update based on DentPal and AumTech web meeting. There will be some reconfiguration that will be required so that Additional Company Admin, Company Managers, and Company Staff can access Dental Practices. We also discussed that it would be a good idea to take advantage of the System Created Admin Region and configure it so that any User that is placed in that Region (Admin Region) can access all Regions and All Practices by default. DentPal asked Development team to consider pros and cons to this scenario and advise if there is a critical fault that this approach would create in the system.

All other functionality including Hybrid will remain the same.
